It analyses the Latin American rise in progress since 1968, locating the new situation in Bolivia because of the triumph of the Banzer dictatorship in August 1971. It carefully characterises the governments of Peru (with Velasco Alvarado) and Chile (Popular Unity), to mark their peculiarities within the framework of their bourgeois class character, and the politics to respond as revolutionaries. Also, the electoral tactic towards the Broad Front in Uruguay.
